Actus reus is legal Latin for the act or omission that a statute seeks to prohibit.

Every crime must have a criminal act.  Failing to do something that the law requires (an omission) is an act for legal purposes.  In addition, being in possession of something prohibited by law constitutes an act for legal purposes.
